Rights & Obligations

Code of Ethics

We, as a servant of Ulsan citizens, should fulfill the missions for the purpose of welfare and the development of the society.
We should embody models with reliance while executing the duties under the laws and conscientiouslye, take preference over public interest.
We should be the model citizen of integrity and increase in prestige and elegance.
We should respect each other by means on sincerity and harmonize and execute the council's duties according to the democratic process.
We should do the best to make the city prosperous as the new local government.

Rights of Council Members

To fulfil the duties of members, the council member shall have rights and since the members are part of an organization, they have the right to solely or collectively exercise thosee rights.

    Right of Proposal
    Right to propose an agenda to be reviewed and resolved in the council
  • 02

    Right of Consent
    Right to propose and submit a matter necessary for processing a proposal or operating the session
  • 03

    Right to Speak
    Right that a member attends the meeting, makes inquiries and discussion with the permission of the chairperson(committee's chairperson in case of a committee), speaks about proceedings.

    Voting Right
    The most important and basic right to vote a proposal/agenda or express abstention
  • 05

    Right to Vote/Eligibility for Election
    Right to select chairperson/ vice chairperson/ chairperson of a committee and to be selected to the said positions
  • 06

    Right to Introduce a Petition
    Right to introduce a petition if one member consents to the petition
The members shall have the rights of convocation, request for member's eligibility, by asking the director/governor or a related official to attend and ask them questions, and answers submitting documentation and requesting questions in writing.

Obligations of Council Members

The local council's members shall have the obligations as a member of the local council and the representative of the district and if one fails to keep the obligations, the member is subject to discipline, even losing the position.

    Obligation of Public Interest
    A member of the local council should sincerely fulfil the duties, taking preference of public interest more than any other interest
  • 02

    Obligation of Integrity and Elegance
    A member of the local council may not receive any reward, donation or entertainment. The obligation to keep the elegance relating to privacy, which is not related to the duties.

    Obligation of Attending Session and Contribution to the Duties
    As a member of the council, the member should attend committees, and do theior best as a public officer.
  • 04

    Obligation of No Misfeasance
    A member should not have any right, interest, or position, or solicit for others' interest for the disposition of self-government or public office with businesses by misusing the position.

    Obligation of Concurrent Office and Ban From Holding Dual Offices
    A member of the local council may not hold other offices, such as standing offices of Nonghyup, fishery/livestock cooperative union, member of other local councils, public offic or be a National Assembly member.

    Obligation of Keeping Order
    A member of thelocal council may not speak any words against the rule or the local government, act, insult or reveal others' privacy in the conference hall, interfere with other's speech or stand on the platform without permission of the chairperson.

Position of a Member

    A member of the local council is the representative appointed by means of direct election and acts as the public officer of the district. That is, the member is regarded as a special public officer distinguished from other public officers and is duly an officer of the election.
  • 02

    That member of the local council keeps the position representing the citizens meaning that the member represents the district as well as the whole city. In addition, a member of the local council is given rights and obligations as a member.

Term of a Member

  • 01

    The term of a member of thelocal council in 1952 was 4 years. It was revised to 3 years in 1956 but soon, it was reinstated to 4 years in 1958.
  • 02

    Currently, the term of a member of the local council is 4 years and the term starts from the date when the previous member's term expires.
  • 03

    However, in terms of a by-election, the member shall start from the date when the election is confirmed and fulfill the remaining term.
